You can use a HwID spoofer for that, but i dont have any to recommand.

HWID Reset works only for xClient.. not for evade bans which you got elsewhere

That's why i was confused , there is no fortnite support here .

No support in unlisted games / or apart from X22 cheats list.

most likely the guy used some outdated/insecure public cheat for fortnite and got banned; and is looking for a way to bypass their HWID bans.

use google for hwid spoofers or changers, look at uc forum maybe.
