PayPal is not possible anymore.
But HiPay definitly should cover Russia, they also say it on their Website. https://hipay.com/en/payment-methods

If it really really doesn't work, you can try to look for Bitcoin/ETH/LC to buy a HwID reset.

Is there another way? I just bought a new PC. And X22 to old was attached.
To be honest with Bitcoin I did not pay, and where to buy it and how to use it I do not know.
Tried to pay through visa and mastercard , included VPN , but does not allow to make a payment.
