HWID Reset - Can we do this with PayPal please?

I need a HWID Reset after building a new PC. The current payment options aren't going to work for me right now. Would be great if we could do this via Paypal as a gift transaction. I'm aware of the whole issue with Paypal, I wouldn't make mention of anything there.
Or let me know if there is a trusted reseller out there that lets me buy Paysafe cards via Paypal. I found a bunch of them by googling but I have no idea if they're scams or not.
