so i was trying to buy the diamond package but my card kept declining. I approved it through my bank waited a bit tried again got declined then tried once more after a few more minutes it said declined but i checked my bank and it said i was charged twice for 179 euros

I assume you did not use 3D-Secure, you need that if you use HiPay. Anyways the money should be booked back in about 7-14 Bussinesdays

HiPay will automatically refund it within 14 days, you can shoot them a message with the payment details (Used email and transaction IDs) to fasten up to process maybe.
