I was thinking about purchasing lifetime today. I'm on my laptop now, but on Monday I will officially be transferred over to my new desktop.

Are HWID reset free at same IP/address & where to request one?

Emerald and Diamond ranks have one free reset. Diamond+ has unlimited resets.
Other than that, you would need to buy a reset for 7€
