I tried to buy the HDWR id reset but I couldn't, the site I use to buy with my international mastercard credit card is not accepting payment. How to proceed?

They changed my old LOL to COD2, would I be entitled to this free HDRW id or do I really need to buy it?If I need I need help to make the purchase.
