Interested to buy Diamond but I am curious about Hwid Reset.

1. If I Reinstall New OS Windows do I need to Reset Hwid?
2. In case I have not used Reset Hwid, can I buy another Reset Hwid?
3. If there are new cheats from the old list, can Diamond be used or not?
