And I haven't recieved a refund from two different cards I tried without 3d pay before I figured out how to purchase.

what should be my next step to get this money back? its 60 on one card and 60 on another.

Yes it has, I thought that as well, and I waited til after that and then some, my payment was complete on Friday January 29th same day as the other charges.

Check if the transaction was even a real transaction that was fully deducted or only a Pre-Authorization.

Else, we had some cases where it took about 30 business days, seems to depend on the Country and Bank. The 14 days are the window where hipay "Cash's out" the refund, maybe call your bank and ask them if the transaction was a preauthorization.
If not wait, and if after 30 businessdays nothing still happend, send me all information (Used email for the transaction on HiPay, exact date and time of the purchase attempt)
