In HWID Change is even if I just reinstall Vista?
Do I have to pay 7 Euros or what?

no if you reinstal the same windows ( same version) you dont have to pay for hwid :)

Even if you upgrade to another version you do not have to pay in all cases.
Often your HWID Reset will be accepted.

Ok, so if I'm on it Vista, and I reinstall Vista I have to pay anything?
