need help lost password

So i lost my password for my account "decrypt" :~( and i use the same password on the mail, i wrote it down but i had to reformat pc :/ So is there anyway i can get it reset? I can provide all details, first password, paypal payment etc. I have been trying to get my mail back but i lost my secret answer and i contacted their support but hotmail wont answer -.-'
