Prestige Hack Black ops?

Nope there is no such program. The best you can do is find a server that has the leveling up exploit. You won't find much of those anymore though.

as far as we (teh *********) know all those Blops stats aren't stored locally so unless you can hack the server configs (or find an exploit) there isn't anything you can do about it.

Yes at first there was an exploit so you could get max level prestige but that has been fixed a while now.
