lets say i buy a new processor then i have to revaliate my hardware what does that cost...

Nope, it always depended on what you change.

If you change smaller things like graphic card or only reinstall Windows, it will be for free.

But HDD, Mainboard and CPU(not sure though) changes are usually not for free.

The HWID systems automatically decides upon this.

not really.

If you can't login cause of HWID you must press the HWID reset button.

Sometimes it works without paying, but if you change to much at your system you've to pay.
