Normaly that works, but sometimes they fail at that point.

I don't think so.
I got 2 accounts with games which are not available in Germany.
Just look at Aliens vs Predator.
You can't buy this game in Germany. But you are allowed to buy it in Austria for example and activate it here.

Btw, buying with a VPN is good for your paypal account. Lol

It can happen that you need to unlock it and Im sure Steam compares the paypal details with the ones you entered on Steam. You cant choose Germany when your IP is not German. They have some checks for that.

for example:
<game name here> will release on the 8th july in US and on the 4th july in UK on steam.
you purchase with an UK IP, you're able to download and play on the 4th july.

Yeah that's what I meant, games in aus are released 1/2 days before uk so you could technically play bf3 or something early :P

no, as soon as they notice that you're connected from a german IP, they'll lock you out and you cant register the key.

They dont ban for such things. If you have a German IP, you simply cant register it. If its once registered(of course via a VPN), you can use it normally.

By the way.. only a few games are blocked on activating.
I have a russian call of duty black ops on my account, i was able to register it and i can still play this game. But shortly after i bought and activated it, they blocked the game out for further registrations.

Yeah, but that's only for older games i guess.
Cause you can play russian versions of MW2 and BO without any problem.
