Error While Trying to activate my tf2 instant hook v2.0

I got the confirmation email and when i try to activate it, It says, "A problem occured, the transaction could not be completed!
This may have happened due to a temporary connection problem.

Severity: Error
Error code: 10417
Reason: Transaction cannot complete.
Additional: The transaction cannot complete successfully. Instruct the customer to use an alternative payment method.

10417 - The transaction cannot complete successfully. Instruct the customer to choose an alternate payment method. The most likely cause is that the customer’s credit card failed bank authorization. or PayPal's fraud filters are flagging them as risky and PayPal won't accept the transaction.

The only thing you can do is contact PayPal and get this issue fixed. We can't do anything about it.
