Paypal question

I will have around 80€ on my paypal account next week...
But I don't have my Bank Account(number etc..) entered, do I need to do this ? Or can I just pay with the money which is on my paypal account ?
Because my number is banned at paypal, because I already did too often accounts and deleted them right after I bought one item.

You cannot send money if you do not have a credit card or bank account attached, you need either of the two.

wrong, ive a paypal acc and i can buy / send money without a cc or bank acc attached :)

you can buy it, or exchange the pp money to psc and buy with psc :D
