Problem with Requester

If i try to start the Requester:

btw: Win XP Service Pack 2

If you could translate it it would make it easier,but try to delete it and then turn off antivirus and firewall and then download it again and then try it, I have just try to download it and it works. Try to run it while the file is in rar file,do not unrar it.
