those values cant be set via the ingame menu.

maybe your using an older graphics card ?
becuase the direct x level changes a lot

Thats impossible and if your settings are set to high, you cant get it better

Download HD Textures pack from FPSBanana or somewhere , Just google it: CSS HD/HQ Textures
And other very useful thing is your nVidia/Radeon 3D Settings.

Well basically I don't know if you can see it but the 2nd picture has more blur in it and way more anti aliased.
