css flashlight on/off

i have ever seen the flashlight from the enemy, makes fast on/off.

is this a super flashlight hack or what is it?
why make this? is this a trick or what?

you have never seen when a enemy behind the wall stay and then run makes the enemy flashlight on/off. i dont know...
