Problem with Hardware ID reset!

So then .. I went to buy a hardware reset id and I filled all but when I pressed to paypal to buy it said that you confirm the mail .. I went in the mail but no message has arrived, I checked the spam and nothing! what's the problem?

Wait for it to arrive. If it doesn't, then change your PayPal email address since there could be some conflict with it.
