You just need to choose a topic and in the end you can choose live chat. I think its only available in English

Its mostly useless. You just get some extra stuff sometimes in BFP4F for example

Battlefield 3 is now the fourth game in the series to use the Battlefield Veteran system. If someone has played an older Battlefield game, they can receive the M1911 pistol in the game just by registering an old Battlefield game to the website www.battlefield3.com/veteran. It also unlocks two variants of the M1911, the tact and suppressed versions.

Make sure that the language is English.
And you really have to unblock "liveperson.net". Thats their chat website. Then it also wont be grayed out

Is anyone else having the same problem at this time?

If I choose united states as my country I can also select the phone option, but live chat remains unavailable.

It worked like a charm :) 9 veteran status and I don't even own more than 2 battlefield games hehe.

When I did this about 1 year ago, cause my veteran status didnt update to, they even wanted to see my game keys lol
Now they do this for free xD

Should we try to get 100% discount or something like that? xD I once asked a girl, I believe it was, from the live support to help me with some bug in a game (which wasn't even real), and I pretended for like 15 minutes that it dont work. Finally, after "my game started to work", I asked her for a compensation. She apologized and gave me a 50% off coupon for any game. Isn't it awesome? XD. I guess she was too kind or dumb, and I had luck there, but you should try it too.
