Why am i getting this message as i confirm my payment using paypal ?

Paypal rejects your credit card. Your bank doesn't seem to give authorisations to charge the card. (It might be something else, but this is what i read most of time regarding this error number).

Hm i've just checked the previous transaction that you are talking about. We didn't refund it, Paypal did it. I guess you have to verify your paypal account. They must have contacted you about it.
