Hello, I'm wondering if I was to buy xRadar for mw2 for my friend even though we don't live in the same contry, US/Can, will he be able to use the hacks if I buy it on his account? Only reason I'm asking is because he paid me 45USD since he doesn't have a credit card.

Yeah, he would be able to use the hacks. Just don't launch xClient with his details on your computer. On the first log in, the user's HWID will be bound to his/her account.
