What happens when you reinstall windows 7 and want to redownload the client?

I heard that x22 is HWID locked which is very smart in a way but what if someone re-installed windows and wanted to re-download the client? :S

hwid is incorrect after the re-installation but request a new HWID change it is free.

You can still re-download the Client, even if you've re-installed your OS, but it may be that you've to pay for a HWID reset.

If you just format your HDD and use the same Windows DVD, the reset should be free then.

It will take about 5 seconds for your Hardware ID Reset to be either approved or rejected. You will get notified of the Hardware ID Reset's current status once you log into xClient.

Read below if you have been approved for a new Hardware ID Reset.
Once you have been approved, all you have to do is log into xClient. A window saying that you have been approved will pop up. You will need to login again, after this message. You can then continue to use your cheats, without any Hardware ID issues.
Read below if you have been rejected for a new Hardware ID Reset.
If your Hardware ID Reset has been rejected, you will be required to pay for the reset. If you think this is a mistake, and that you do not meet the criteria, then you should contact a staff member for support on appealing it along with requesting a new Hardware ID Reset again.
This is the criteria that will determine why you have been rejected.

I just bought xRadar, waited a hour (1h 13min) and it wont log in me, saying my HWID is incorrect.
I had xIH already before, but running on win7 x86. now i changed to x64 and this message pops up. If i want to request a reset, it just says rejected.
I thought a HWID reset is free if i wont change any pc specs?
