i want to ask if i can pay the hardware id change with a paysafecard?
Or can i transfer the money from the paysafecard to Paypal?

you can pay with paypal or moneybooker nothing else

You cannot exchange Paysafecard to Paypal the only way for exchanging would be

Paysafecard > Webmoney > your-xchange.com > Paypal

But there will be lots of fee's !!!

You only have to pay a fee if you completely change to a new computer.
If you change your graphic card or HDD you should be fine.
