Maybe PP is inspecting one of your former payments. In that case you should be able to transfer money again within a few days. I had this problem once, too.
Which payment method are you using? I recommend to verify your account, it's pretty simple and it solves a lot of problems.

Also you didn't need to buy a HWID reset since every new subscription comes with an own reset.
