pre-purchase question

hi guys, can someone tell me if i can download this in Australia please? Ive tried other sites, but have been locked out as it says its not available in my country. So, ive lost dollars because of it.
And also, is it for the PC only? or any platform? im wanting it for PS3 COD MW3, but might purchase the collection so it covers me for future games, but if its not available in my country, then im stuck with other cheaters killin me with sniper rifles all the time :)

The Cheats are for PC only.
And I dont know why you should blocked for living in Australia...

You wont find Cheats for PS3.
(Maybe modded lobby hacks)
Because there are existing Console Bans.
And with a Jailbreaked Console you cant play online.
