what happens if u refer someone but u dont have vip and they bought vip

Nothing happens. If you want to gain something by referring people, you need to be a customer yourself and apply for our VIP card which gives you bonuses for referring people.

If you don't have a VIP card and someone enters you as their referrer (and buy something then) then nothing happens.
If you have a VIP card and they do that and buy something, then you'll get a bonus on the VIP card.
