Re-pay for the game yes if you want to play it again but if your talking bout re-pay for the x22 account then no.

no. cheats "lifetime = pay once and once only"

It has nothing to do with your steam account. Use it on as many accounts as you want. Lifetime is just the duration of the cheats, so obviously it won't expire.

You can you the cheats on several steam/origin accounts.

But on only one PC at every time though. Changing the PC might cost 7€s, but that are all costs that might come up to you ever concerning the cheats.
