So I bought a month of CSS IH in November and used it on one account, and then it expired. If I buy another month of it can I use it on a different account?

You can Create a New Account and Buy to them I Think But Im not sure if you are able to have more than 1 Account, try to talk with admins, they know more than me ;)

if u mean steam account yeah sure u can as long as you are using the same PC(HWID).
