If I buy a PSC in a currency which isn't Euros (in my case it's HRK, the Croatian currency) and use it to buy x22, will the money be converted into Euros? Can I safely buy it?

Sure, no problem with it. I buy PSC in € and can pay in stores where is different currency like CZK, GBP or USD.

And what happens with the leftover money? The only way I could buy it is by having one 200 HRK PaySafeCard and another 50 HRK PaySafeCard. 250 HRK is roughly 35 Euros and I want to buy a 3 month long access to CSS xInstantHook which is 30 Euros. What happens to the extra 5 Euros?

still have use in another buy, I buy everytime €100 for Steam shoping or league of Legends (Riot Points), so 1 card you can use many times.
