If you will change your PC and some parts like Hard Disk , CPU , and change from 32 bit to 64 bit ( vice versa ) you will need to pay the HWID Reset which is 7 euros.

Certain parts of your computer have changed a great deal.
You have an entirely new PC.
You are running the cheat on a different hard drive.
You changed from a 32-bit to a 64-bit OS or vice versa.
You partitioned your HDD while formatting.

Highly depends on the fact how you reformat your PC.
If you change the bit system yes, if you delete the HDD/SSD/HHDD/SSHD yes otherwise (most likely) no.
