try PaySafeCard, this is fast and best option. I use PSC over 3 years. Where are you from? (Germans are limited, but on forum is solution how help them)

Contact your bank that they should authorize that payment, if that isn't possible then choose another payment method.

You need to use ClickAndBuy. Paypal does not support visa gift cards because of their card fraud check. It does not allow the card through the system.

You need to activate the gift card for online payments. Instructions on how to do that should be on the back of the card. After that, you can use the card with Click and Buy. I wouldn't recommend you do it with PayPal since it has more checks in place.
