Error in payment

I keep getting this when I try to pay:

A problem occured, the transaction could not be completed!
This may have happened due to a temporary connection problem.

Severity: Error
Error code: 10486
Reason: This transaction couldn't be completed.
Additional: This transaction couldn't be completed. Please redirect your customer to PayPal.

I have a vanilla visa linked to the paypal account, when I check my balance in vanilla visa i get a charge of 0 dollars to paypal.

You might want to contact PayPal or try using Click and Buy.

I think you need pass verification process, when if registrate new card then PayPal use $/€1.50 from your card and then if transaction complete your card is paired with your acc. this process is about 5-7days.
