Yea that's i dont know. mean against other customers who do not own the game.
They could easily make a new account, so i would say the competitors should have at least 5 paid games on their account.

but i never played annother game then CSS on Steam i got banned made a new account and only have css on it thats not a proof for made the account only for the Give away
. but i dont get it why someone want the game on annother account if he allready own it.
