You can't see enemies through For of War but you can see their last position.

And if anyone claims, shows a video of a "Fog of War" or "Map Hack", it is a fake.
It is not possible anymore, not since Season 1, to push thru the FoW. People who post/make video's where they claim it is done, are replays and open Spectator-games. Its all keyloggers or similar, if you do download those "hacks".
