Hi !

If I buy a Cod 6 instanthook then you get to 10 prestige lvl70 + hacked therefore not the VAC Banned? Because I am lvl45 now and suddenly I'm Prestige 10 70es is not whether Banned? (sorry for my bad english)

You cant get a VAC ban for "rank hacking", also you can disable the integrated rank + prestige hack.

Not possible, only with "easy account" you can backup your old. Or you can do it manually by copying your stat files and backing them up. (i've done it the manual method)
