How to pay with VISA Debit Card?

I want to buy a HWID reset, but I can't seem to find a way to pay with my VISA Debit card. I do not have PayPal, so I was wondering if there is any other way to pay?

My PayPal account has been limited. Is there no possible other way to get the HWID reset?
By the way I also bought HWID reset a couple of times and I have the xPackage Lifetime, is there no chance I could get a free reset?
