I'd like for the jungler timer , if the opposing team kill the drake their red gold is that its will be marked even if not see.
and we can see all champion in all map?

You can't see champions through fog of war.

I'm not sure what do you mean with your first question but jungler timers and the rest of features are based on what you and your team mates saw on the map.
