How do u trade on new accounts?

I assume you are talking about steam. They don't ban your PayPal account.

We don't even talk about buying steam games, so i'm not sure where you are getting your references from. Anyway, you can make new accounts and buy games from steam all you want. Steam doesn't stop you for doing that.
