Method to buy FFXIII-2 on steam in ROW package?

At first, I bought FFXIII on GMG and thought I would get a ROW package, but sadly that didn't work. I instead get an Asia package -_-. Now, I don't know if there's a way to buy this game in ROW package but still playable in Asia region (i live in Asia). If I have someone who lives in EU/US buy a game and gift to me, would it be ROW package or Asia package? I don't want to hear those Japanese voice actors cuz I don't understand shit.

Steam prioritize game version in your region, but before purchase u can see which version is in cart. if your version cost same price as ROW one ask Steam support for change it.
