That isnt your business why it's locked, the only important thing for you:
It's locked and the staff will inform you when it's unlocked.

Either x22 or one of the staff members will make a post in the proper section letting everyone know when the account is unlocked. Until then, we have no idea when that time will be. So just be patient, and soon enough you will be able to pay with moneybookers again.
