When I buy x22 for life time and my hardware id will change.
Must I pay money for a new id or contact the support?
Pls give me a answer wher help will help me.

No, you have to pay only if you are not identifiable by a reference of your ip range and some other stuff..

so I can buy the hack and when I will format my system, I can download the hack with my system and enjoy it without of problems?

if your whole hardware id changes AND you got a completely new ip range, you have to pay.
if you got a new harddisk or need to format them, it's fine.
if you got a new internetprovider and your hwid is the same, it's fine.

if you format you will still have to request a hwid reset and wait
