Steam and Non Steam --Cheating!

Hello..i want to ask you guys if the cheat works on steam and non steam ...i mean..i dont use steam but if i download cs or any other game ..i could use the cheat right ?? This is all i want to know ..thank you ;)

Yes...i mean..today i make Steam Account...and i add League of Legends..on steam...now if i buy cheat for lol i can used it right ?

It doesn't matter if you use the Steam LoL version or the "retail" version, if I recall it correctly.
