What is the Policy on HWID resets?

I wanted to asked what is the Policy on HWID resets?
Eg. How many resets are allow, is there a time limit eg. 1 HWID reset per month.
Are HWID resets free for HW changes? etc

Our softwares are allowed to run on one personal computer only. Our system is based on several parts of your computer (processor, memory, harddrive, etc), to generate an unique hardware id. The user is allowed to modify the hardware id to use our softwares on another personal computer. The change may be charged or free of charges, this depends on our system being able to recognize the new hardware id. A Hardware ID Reset cost 7 €.

It really depence wat you change on your pc.
If you change for example your videocard you will get it for free but if you change your motherboard then you have to buy one.

I used to have an activate customer account many years ago (BF3).
Now I am interessted to become customer member again. But now I got a completly new PC last year and I didn't use any of cheats from here.
Do I also need to purchase a new hwid reset? Otherwise I will just create a new account.
