When I use psc I get a blank screen on my phone and when im on my pc I get http 500 error for psc

you should contact paypal regards to this issue
did u try to buy it using a different computer?
perhaps something is blocking the purchase it could be software related or network/router issue
obviously the page isn't loading right for u
make sure nothing blocks you out could be anti phishing on your antivirus as well.

Get off your phone and try paying on an actual PC. PayPal is blocking your payment so once again contact them with any issue you have.
