Not always, I've reinstalled windows a couple of times and didn't need to buy it every time.

He means if you change just one part (i.e. a HDD) the system will most likely reset your HWID without a payment because your HWID changed just a bit.

If you however would change motherboard, CPU and RAM, the system will most likely reject your request and you have to pay.
