I think you're meaning the dock, representing those icons. There are several programme's for this, wich are all highly customizable (icons, themes, place, effects etc).

Have a look at:

Rocketdock

ObjectDock

RKLauncher

Skins, themes, icons and all you need to customize your dock can be downloaded from sites like DeviantArt
