Are there other options for reselling other than pre-purchasing licenses? Is it possible to operate as an affiliate or OEM? To better describe the idea, it would be similar to dropshipping but for cheats instead of physical products.

No, you can only prepurchase licenses. Otherwise you can create accounts for your sale and purchase the subscription normal and deliver your Customer a loader+logins, but you won't receive the 50% reseller discount on that.
